Anyone can view illegal content as long as they report it. It's dangerous and all that because we know how easily the justice system is weaponized against deplorables, but legally speaking you're not going to jail because someone dropped off kiddy porn on a usb stick and you watched it. If it's an offline copy it probably needs to be destroyed so you can't just go around buying up illegal content, reporting it, and then hoarding it for later reconsumption. This is why there are stories of people getting arrested for working in these fields that handle illegal content in one way or another (lawyers, employees of PH handling reported content etc.).
