It must be more selective “service outage” to work the way you’ve described, e.g. they’ve cut phone calls intentionally (keeping the cellular service up, causing that text worked).

No phone service. But, text is on a different protocol.
You may have no phone calls allowed (other than 911) if you don’t pay, but cellular service is a layer that’s required for your mobile to work (no matter if it’s free, paid, 911 or whatever).
If you don’t have the cellular service (e.g. no reception) - none of these works.

I never liked the story but it seems that some dots seem to be connecting.

The media uses simple tactic to manipulate:
talk about the event in an emotional manner,
highlight only the part of the reality they want (women murdered) and not the whole picture.
