Good find. Either a hoax -or- their attempts are not very effective. There's no other fiat quite like the USD in terms of its ability to back its guarantees. People say it's backed by oil or gold- to an extent. The reality is it's backed by taxes which are paid in USD. Thus enormous cash flow is an effective guarantee against any would be rivals. Only real adversary is real money alternatives.

A couple of things:

1. They definitely had something they were spreading that was actually killing people. I propose it could have been yeast and thus the importance of masking. They need this to justify the experiments.
2. I agree with your theory for the most part - I was just thinking about something similar this morning: what if the late stage boosters are more dangerous as a way to punish the reluctant? Anyways we should be able to track sue effects by batch number. Why go through all that effort and enable such? Because they are definitely experimenting with something and using batches to track results.
