I took a closer look at how that insurance trick was done. It is fascinating. There is reinsurance company РНПК (Russian National Reinsurance Company). This company have a single founder and owner - take a breath, it is funny ... - Central Bank of Russia. To fulfill the conditions of the maritime law, paid authorized capital was set by founder at 750B RUB - above whatever limit set in maritime law for state-backed insurers. In addition, Russian government signed a backing of that company. Since the founder is CB, this company capital is really unlimited. CB could set it to any value. So, just changing limit in maritime law would not help. They will have to completely remove the whole part about insurance by state backed company with unpredictable consequences. Also, it would be extremely hard to somehow deny validity and capital of the company founded by CB, it will severely harm Central Banks validity as whole. If CBs is not enough to back insurance, then nothing could be enough, not even talking about some private capital. You know that worship of CBs among political establishment - CBs are untoucheable and unquestionable. :)

Really, there is a hole in maritime law exploited. So, there was created insurance company with necessary sum and officially backed by RF government. Now, no port could deny a Russian vessel insured by that company. Also, no Russian vessels need any Lloyd's or any other western insurance anymore. That simple.

You could be misled by fact that in the West sugar traditionaly made from sugar cane, that was not used in raw form as food, but in other parts of the world sugar made from other plants, f.e. in Russia all sugar made from beet, and beet is a regular vegetable in our dishes.
So, humans eat sugar from the very beginning in quantities, there is nothing wrong with eating sugar extracted from vegetables. If you are OK with eating berries, fruits, vegetables and honey, then you just can't be not OK with eating sugar. If you do - you have a problem with plain logic.
As well, the fuel for our brains from carbs can be made with many carbs, not just glucose-fructose.
First, fructose can't be used by brain as fuel. Only glucose could. Normal working human brain consume around 120 grams of glucose daily. Our body could extract glucose also from other substances, like starch, but it is much less effective than consumong sugar or glucose. Second - Ketones are emergency fallback for brain cells, for the situation when something is badly wrong with your body and it can't produce enough glucose and even liver is already out of glycogene reserves. It is like using starter to move a car when you out of gasoline or something broke in fuel system. You could do it, but for the short time for slow movement and with risk to fire starter motor and completely drain battery.
So, you need 120g of glucose daily to power your brain. You should eat a lot of starch/proteins/aminoacids/lactates to get that amount of glucose. Or you could eat less and compensate glucose deficit by eating sugar. Taking in account today's quality of food, eating a lot is a bad idea. With glucose and other useful stuff you inevitable will get a lot of unneeded chemistry. With sugar you will get only fructose as excess chemical, which will be normally processed by liver and will be eventually taken out if you are not going to hibernate.
Eating sugar instead of excess food, you replace all that modern food additives, conservants, antibiotics, antioxidants and so on in food with only more or less known to the body fructose. Choose by yourself - 10-20 teaspoons of sugar or additional 300-500 grams of food with who knows what chemicals in it per day.
Fructose rich diet is as unacceptable as ketone shit. It could be even worse, since body will eventually revolt against ketone torture and idiot practicising it will be forced to eat normally, but with fructose-rich diet body will began to prepare for hibernation. Yes, like a bear in fall. High fructose levels is like signal for winter hibernation.
