How a document with "FOR PUBLIC RELEASE" label, hosted on the official government site could be "leaked"?
POLITICO imbeciles account downloading a clearly intended for public release document from official site as "obtaining leaked report"? MSM lie even about their workflow now? What's next?

May be I missed something, but I didn't notice any additional information in the article, that is not in that public release. Not even talking about publishing that "private version".
In reality, all banks in Ukraine are private. Some have partial state ownership, but that does not make them less private.
However, about privatization of state enterprises - p.10 of public version:

Obviously, if you supply NATO weapons to the military, military have to adopt NATO protocols to be able to use that tech that was designed for use with NATO protocols.
Regardless of usual arrogance and ignorance of original document with baseless wishful dreaming, in the article about this document POLITICO for some unknown reason thinked out some "private version", making things even more ridiculous as they are without that unnecessary lies.
If the document itself is just a source of lulz for any sane person, the POLITICO article about it creates perplexity regarding sanity of MSM even inside their own imaginary world.
