don't know anything about the details, but if I had to rule on this, it would come down to weather the second amendment, or any of the other amendments in the Constitution apply to foreign Nationals on American soil. I'm pretty sure the answer is yes, ergo foreign Nationals do have the right to keep and bear arms.
all that said, if illegally crossing the border is a felony, then they would be felons. unfortunately, they have to be convicted felons in order for their rights to be stripped, and nobody is trying or convicting anyone.

the only reason I can think of is that the location you want the fire to start is hard to get to, or at least hard to get to without being noticed. at that point, you have several options: crash a plane into the area, fire a missile into the area, pay a Fall Guy to commit arson, or use one of your lasers. of all these solutions, especially given the demonstration in the video, the laser would be the most likely to go unnoticed.
of course, all of this is just thinking it through logically. in the end, a simple match is a much cheaper and direct solution.
this should be easily cross referenced with flight records. the news agency should have gotten the times that the residents took the videos and compared it with flight data. once you have the plane that was flying and it's flight plan, it should be pretty easy to figure out who owned the plane and what they were doing.
the fact that the plane was flying with traffic lights on leads me to believe that this was it supposed to be anything hidden.
