Another thing to consider is that institutions such as churches that have strong moral stances are probably better at catching and reporting such behavior. Unfortunately there are people who are tempted to do such things and naturally they may be drawn to work with children. How many cases go unnoticed in schools where they're teaching sex Ed to elementary school kids?
