To mess things even more, I could tell you, that in Russia some industrialists consider that selling raw resources is what killing Russia and should be stopped. All Russian raw resources should be processed locally, and Russia should sell only final products leaving all possible revenue in Russia. Unlike current system that totally build on top of selling Russian raw resources cheap for benefits of Western or Asian states, along with destroying nearly all industry. Current Russian state authorites work out hard the Western narrative that Russia should be a Western gas station without any industry. All taxation laws, banking system and everything is designed (mostly by globalists from IMF, WTO and other bastards) to prevent industrialisation and development. However, there still relatively powerful high-tech industries like nuclear, aerospace and some other. That industries need local sources of necessary materials including those that made with use and/or from natural gas, oil and other raw stuff. So, they consider cutting abroad raw resources sales a good thing. Hardly they really have any resources to blow up pipes, and it will be very hard to accomplish it, taking in account that they will have to go against current government officials source of wealth, but who knows. :)

Beforementioned truck based NPPs was a movable power stations to provide energy in case of emergency for towns and villages, for powering remote locations or for some special needs. They was several behemoth transporters with different modules of powerplant on board that connected on place to create a powerstation with around 1MW electrical power output.
However, Both US and USSR had a projects of cars powered by nuclear reactor - Ford Nucleon and Volga Atom. But that was only concepts without any real attempts to implement them, at least officially.

If there is no clear legislation against enemy entity - no bureaucrat will do anything to mitigate the threat or even will follow the orders and legislations of enemy proxies in the country.

There exists few Soviet micro nuclear power plants on trucks. Don't know if they are in working condition today, but that is rather old things. Pamir (Памир, 0.6MW) and TES-3 (ТЭС-3, 1.5MW). They are real things, not some paper projects. There exists projects of new generations of such powerplants ATGOR(АТГОР), but I don't know about their current status.
They will be becoming more and more available, as opposed to huge powerstations as the grid changes into renewables etc.
The problem with them is efficiency. NPP is basically a nuclear boiler and steam turbine. And that things is hard to downscale. You lose efficency nearly exponentially with downsizing and when you come to household level of power (5-15kW), usual and much simplier (so much reliable and fault-proof) RITEG become more effective than traditional boiler-turbine NPP of same output.
In any case, elites will not allow any individual power source for citizens, because they will loose a leverage over population via energy yoke.

Really not that simple. For average house you need 3-5kW, so for 20 min you need 1kWh, or, say 2 car batteries. But you use that storage rarely, and batteries dies within few years even on floating charge. All that lithium crap is overpriced as fuck. But you need readily availabe energy even after a year of idling. And other variants of ready-to-use storage are highly ineffective. You need tons of water at 10 meters, or find out a way to use a weight of whole house to store that 1kW. I didn't find any simple, reliable and long-lasting way to store electricity in decent amounts. Either it is unreliable as car batteries, or overpriced, or overcomplicated, or all of them like lithium batteries or extracting and pressurising CO2.
Backup gen should be dumb shit too
Regular gasoline generators are OK. Relatively cheap, powerful, affordable spare parts and so on. Really, you could run them on nearly anything flammabe, gas, LPG, methane, alcohol, whatever. Diesel could run on oil-alcohol mix, but they are not the best thing to start at winter. But they need some love and care to be ready-to-go.
But there's really no place for nuclear.

SMRs are nice, but in Russia they already produced commercially for a long time. Last model (РИТМ-200), mainly used on icebreakers . That SMRs could be stacked on ground. Some used on things named "floating power plants" - a ship with SMR(s) that could stay in port and provide 50-100MW of electricity to the land.
IDK, may be West hope that ITER will finally give some results, but producing electricity and even running in self-sustaining mode is not in ITER goals.
Yes, Russia could produce fuel for any western reactor, not vice versa, and that fuel is cheaper and better than anything that could be made by West, that's why even US still buys Russian nuclear fuel.

Russia already runs BN-800 reactors on mixed oxide fuel made from nuclear waste. That means nuclear waste of regular power plants and charges from old nuclear bombs is a fuel for new Russian nuclear power plants. And nuclear waste from that fast neutron reactors could be processed to fuel regular ones again. And so on. It named "closed cycle". And West is willing to pay to get rid of their nuclear waste.
So, the pucture is now looks like now West will fuel Russian power plants not even for free, but will pay for it.
Also, closed cycle of nuclear fuel means that it is possible to extract up to 30% of stored energy from uranium ore, in comparison to 3% of usual fuel cycle.
Interesting, that West abandoned fast-neutron reactors, even sometimes dropped building after investing billions.

As far as I know, there was no any interest in tech, there was interest in mines that belongs to Uranium One, especially in Kazakhstan and Tanzania. As for USA, the uranium mining in Wyoming was closed forever in 2018. May be that was a condition of sale - shut down any mining in USA.
