He is comedian. He 100% know that scene. He can't setup such scene with 3 men on road for him signing NATO application that literally resemble scene from old Soviet comedy without knowing how it will look like for all exUSSR.
And it is clearly Russian thing, that is not known for the West at all.
I don't know. But that scene is always associated with cowardness of character in center. His nickname in the movie was Coward (Трус). Hardly you could mock anybody playing role of Coward who is very afraid to die.
