I think what you're not understanding is that in MLA you would use single quotes to denote a quotation of a speaker, and double quotes normally to enclose the title of a publication. But in the case that you can't use italics, it's acceptable to use double quotation marks to denote a portion of text that would otherwise have been italicized, had it been outside of the title.
I have no obligation to find you someone who said anything. That's not even what quotation marks mean in a title. You're just not educated in text formating for publication.
