There were 'threats' of making it mandatory and multiple businesses got in line faster than anything I've ever seen in corporations to enforce the supposed incoming mandates before the legal apparatus had time to say it couldn't be forced. They tried several ways including OSHA but ultimately the courts said no.
I'm the meantime, however, yes as I stated many corporations made it a requirement of continued employment. Anyone that refused and was fired has legal recourse. From everything I've seen I believe this was always their goal. The point wasn't to jab everyone, it was to jab as many as possible and now we have all been exposed. Where we go from here is anyone's guess. I have my own theories and none of them come out with the good guys winning. Get your house in order.

They wanted to purge non-compliant people from all government and high ranking jobs. And they mostly succeeded.

In the wiki's description of the reasons for it, they circumscribe the real reason: the kulaks as a group had the will, the intellect, and the resources so that--if they were to organize--they could have overthrown the Bolsheviks. We see very much the same thing now with the repression of conservatives. They aren't called "class enemies". The new terminology is racist, fascist, homophobe, Domestic Violent Extremist(tm), etc, etc. Same playbook, different team wearing different colors, same league.
The human population turned the corner very recently from tax cattle and cannon fodder to potential enemy combatants. Armed and angry white Christians that still have a few bucks in their pockets are the most dangerous, so you can see that that explains a number of things.

Pretty sure the military mandated it, and hospitals mandated it for specific surgeries, like transplant recipients.
