Your postulate, as I understand it, is that there is a very tiny group of people doing all the important planning and big decisions who want an absolute clean slate to restart humanity with, with them being some sort of gods.

The thing that doesn't add up, if they do this and completely destroy civilization how will they survive or even continue to develop any technology? Supply chains are very complex, a tractor or a computer needs a long array of factories. I am sure they can have people to fix things etc.. but it just seems hard to fathom that they can be absolutely prepared for completely annihilating all of humanity at this almost instant pace and being able to restart things smoothly.
