That does not work like that. Burn will just slow down 250kg and it begin to lower its orbit. As it reach higher layers of atmosphere, it begin to burn, loosing speed. At the moment it will get to stratosphere it will be already boiling.
To gracefully enter atmosphere you need nearly same amount of fuel that is used to launch that mass to the orbit or heavy heat protection to resist temperatures as spaceships and ballistic missiles have. AFAIK, starlink staellites have none of that on board. They are just aluminium cans with solar panels outside. So, they will just burn high in atmosphere.
You could target anything as a target for starlink satellite, but it is not the right projectile to reach the target. Also, the precision will be not very exciting, since even if burning cloud of aluminium will be able to get close to surface, it will not have engines or flaps to correct trajectory disturbed by winds and starlink satellite aerodynamics.

Not all viruses "found" only by PCR tests. Long time ago, when scientists wanted to know the truth, viruses was properly separated, purified and then that purified sample (water and particles of interest only) was used to produce same disease in plants or whatever test species. Separation process clearly point to the average size of studied objects and they was definitely much smaller than any potential bacteria. You can't have bacteria smaller than certain dimentions, because it needs certain parts to exists. estimated virus size was like single bacteria part. And they do not multiply by themselves, so they definitely need a host to reproduce.
There is no better theory of that observed phenomena. Even if methods used for preparation of samples for electron microscopy are questionable, they does not disprove that theory.

Shutoff is a multiple different things now. Often, when you shutdown laptop by button or from win/ios, it does not turn off the power, but fall into suspend mode, where everything except RAM is turned off to keep the contents of the RAM intact and immidiately continue from the place you stopped when you turn it on. If modern OS sheduled applying updates, it will not shutdown really, it will just turn off screen and continue to work installing updates. This could eat battery very fast, since for unknown reason applying updates in win/ios is not just unpacking new binaries in place of old ones as in normal systems, but a lot of power hungry searches, rebuilding databases and tons of other stupid stuff due to stupid OS design.

I met some laptops that had strange vendor software, something like "WhateverBrand Laptop Control Center" with "battery care" folder/section with option of "thorough battery check" - it tries to discharge battery for some time loading processor with useless calculations and calculate battery real current capacity from voltage drop under serious load. As usual for "vendor" soft such utilities are low quality and often have serious bugs. So, if "periodic thorough bettery check" option is turned on, it could occasionally endlessly loop in that discharging test. Always remove any "vendor helper utilities" from your computer if you are not ready to investigate sudden strange accidents.
