The emphasis was on the pedo and less on the spammer.

A spammer that needs to be removed sitewide is like someone who spams the # symbol 10,000 times. The sitewide removal gets rid of all of that in one clean swoop.

Imp isn't that kind of spammer. He makes stupid arguments over and over again and while that is annoying, it should be removed at the community level, not at the site level.
