No not all swabs were positive for covid19, but some of the ones that were positive were used to genetically sequence the virus to see if perhaps if the sample happened to be new strain/variant of covid.
That's what the tweet is referring to, sequencing the virus not the person.
Now there's some truth to the conclusion that the OP was making, swabs are being sold to third parties for who knows what.

The CDC is referring to the genetic sequencing of the covid virus to determine if it's a new variant or not. The US does less genetic sequencing of the virus than other countries. That's one of the reasons why the US is not usually early in identifying the emergence of new variants even if they are present.
However, there is nothing stopping them from sequencing your DNA as well, it's just not what this tweet is referring to.

It's a significant factor in this dispute. I don't think the US is thrilled NS2 is about to go live because Europe is currently getting a lot of gas from US friendly Qatar. Russia control of Ukraine AND a live NS2 pipeline seems like bad news for US geopolitical influence in the area.

I think what they said was they were going to work with the fundraiser organizers to give the money to certain approved charities. Still ridiculous. The only option gfm really had was to return the money to the donors or stop being a gatekeeper of what causes people can donate to.
