It’s a response, which provides deterrence, but it could have been much more devastating, and would have shown restraint. It’s something you might do if you need to keep an atmosphere of mutual deterrence… but don’t want to escalate. Which is the position that Russia is currently in.
That being said, I don’t see any evidence pointing to sabotage but even that remote possibility is likely why Biden pushed a gag order and then a balloon distraction op.

My theory is that Biden could not rule out sabotage of US infrastructure by Russia, given Hersh’s reporting.
