Hospitals are terribly bureaucratic, even moreso than the local county or city governments in some cases. Lots of low productivity jobs, paper shuffling, waiting around. Anyone who has had to deal with printers will understand why consumer printers are a great example. Especially the ink jet ones. Those are extreme examples but all appliances are built this way and moreso today than 50 years ago.

The footage is grainy and the gnat/mosquito flying across looks extra white probably because of the night vision tech inside the security/surveillance cameras. The amount of dark smoke might be causing the camera to be erratic adjusting for what might be day or night.
