The movie came out in 2016 and by then most of the plans of the elite were in place, so it's not a stretch. Actually though Rick Yancey's book, which the film is based on, came out in 2013.
Yancey is a former IRS agent so maybe he was in on various continuation of government scenarios, so who knows.
