A state decides by popular vote who their electorates will vote for. It doesn't matter if the candidate wins by 50.1% or 90%, they still get the same amount of electorates. So a city can manufacture enough votes to turn the state but not the entire country as we don't go by the popular vote.
Electorates are decided by popular vote and Congress, state and local are decided by popular vote. I'd be all for a true electorate system that started at each city level which is what we need.
