Looks like they require routine surveillance for livestock using PCR tests. This, combined with false positive rates, could cause systemic over reporting in regions that tend to have livestock.

First, CDC says not to panic so... there's that. I debated posting this because I'm not trying to cause panic. Avian flu does circulate usually in the early Spring. But, this one is quite serious and there's something odd about the BSL3 Ukraine labs and both H5N1 and cholera- both avian viruses.
