Firmware (program) for that MCUs burned at factory to the masked ROM. MCU with masked ROM is cheaper than one with flash memory, so mass production always use them. Also you get rid of flashing operation on assembly with masked ROM, that make things cheaper too. There is no any way to change firmware in that MCUs. MCU itself is useless without necessary firmware. And if you can't replace dishwasher firmware with your own, this MCU is completely useless for you. Also, there are no any problems with dishwasher grade MCUs at all. They are extremely primitive chips, mostly 8-bit descendants of 80s era MCUs.
