What it does have is all sorts of shenanigans that enable one to manipulate the used car market and force-end-of-life cars:
If the cost of spare parts too high -> EOL
not fully inspected for roadworthiness (and certified as such) in 2 years -> EOL
when certain structural elements have irreversible defects -> EOL
when certain parts cannot be replaced -> EOL
Some of the above criteria are new, some are old, but with newer/tighter restrictions.
So yes, the direction is clear, it's just that the OP video is inaccurate.
They want to force you to electric/whatever vehicles they want, take away your current cars (esp. combustion) AND as 100% combustion -> EV transition is impossible (re: Simon Michaux calculations make this clear), then 75% of current car owners will not / cannot have a car (EV or otherwise) in the future.
They don't want people who have cars with technology prior to the digital kill switch and surveillance drag net
