I honestly do not get why you agree that the ocean has been partially explored and in the same sentence claim that it cannot be explored.

If 5% have been explored, it means that it is possible to explore but most of it hasn't been explored yet. It doesn't say or mean that the other 95% cannot be explored.
It literally says said parts of the ocean have been explored, a thing you claim is impossible.
