The frequency is "feared by some" to damage human tissue. As if your phone becomes a microwave oven and cooks the whole room. Like a little grenade. Or cancer bomb, or zombie activator, or fill-in-the-blank.
I'm not buying it, I don't think the bad guys are even remotely capable of executing on such a Sci Fi plan. The world is scary enough with the points you mentioned, the casual spying and buying/selling of our souls to the marketing advertisers and NSA agents.

I survived the national emergency test! Received a notice on my mobile phone but not on my computer or tablet. I suspect it only went to devices connected to a cellular network.
