Unless 100% of the population has a brand new phone not having text is a red flag. It's on a different protocol. When the earthquake cracked the Washington monument we had no cell service but could text.

Yes, some SMS can work too.
No, SMS nor 911 will not work without cellular service.
You may have no phone calls allowed (other than 911) if you don’t pay, but cellular service is a layer that’s required for your mobile to work (no matter if it’s free, paid, 911 or whatever).
If you don’t have the cellular service (e.g. no reception) - none of these works.

If I were a parent on Maui, I sure as hell wouldn't let my kid to school for awhile after what happened.
That's the other strange thing. They are asking for parents and relatives to come forward but not many people are even demanding someone find their kids. Are the whole families disappeared? Paid off? Or are the kids fine? Where are the parents?
Kids gotta be somewhere, it's an island. Who was watching the ports? Or, who was stopping people from watching the ports?
