When we tried to call the lines had some msg about keeping them clear for emergency calls. Only 911 calls were allowed. No phone service. But, text is on a different protocol.

Yes, 911 can work without money.
Yes, some SMS can work too.
No, SMS nor 911 will not work without cellular service.
You may have no phone calls allowed (other than 911) if you don’t pay, but cellular service is a layer that’s required for your mobile to work (no matter if it’s free, paid, 911 or whatever).
If you don’t have the cellular service (e.g. no reception) - none of these works.
You said “cellular service” and that’s what I responded to.
THEY SHUT OFF CELLULAR SERVICE INTENTIONALLY.
Not sure you get the difference between cellular service and phone calls.

It must be more selective “service outage” to work the way you’ve described, e.g. they’ve cut phone calls intentionally (keeping the cellular service up, causing that text worked).
