Unless 100% of the population has a brand new phone not having text is a red flag. It's on a different protocol. When the earthquake cracked the Washington monument we had no cell service but could text.

When we tried to call the lines had some msg about keeping them clear for emergency calls. Only 911 calls were allowed. No phone service. But, text is on a different protocol.
