No way. The pharmacists have to "dilute" or mix the poison with saline on site before administering. They would all have to be in on it. I think they certainly have made mistakes on the mix and we've read of nurses purposely giving saline shots, but I can't believe that many average people would be complicit. Plus, they believe the shot saves lives, not that it kills, so their logic would be reversed.
