All GNSS work on the same principle. And that principle don't need any significant processing power at all. To get coordinates you need to do few simple calculations, that perfectly could be done by 80s MCU, as it was done in 80s. Math does not changed.

You absolutely can't use MCU from dishwasher (or other home appliances) for something else. That MCUs have no eraseable program memory. Firmware (program) for that MCUs burned at factory to the masked ROM. MCU with masked ROM is cheaper than one with flash memory, so mass production always use them. Also you get rid of flashing operation on assembly with masked ROM, that make things cheaper too. There is no any way to change firmware in that MCUs. MCU itself is useless without necessary firmware. And if you can't replace dishwasher firmware with your own, this MCU is completely useless for you. Also, there are no any problems with dishwasher grade MCUs at all. They are extremely primitive chips, mostly 8-bit descendants of 80s era MCUs. Some even 4-bit (You will definitely find 4-bit one in one of your remote controls).They was available even in USSR.

There is more problems with passive components, resistors, capacitors, since that factories was destroyed in 1990s. But they are freely available from China, and it is not hard to build a factory if really necessary.

There was a period when Russia tried to join NATO in early 2000s. At that time Russia tried to use western electronics in military equipment. FLIR's, cameras, something like that. But after NATO suddenly break all cooperation, all that stuff was replaced by local one. Theoretically, there could be some Russian units of equipment with western components in Ukraine, but they are from the times of Russia-NATO cooperation.
