When you have trained ANN, it does not need any significant processing power.
You could use any chips to run your dumb "AI". Absolutely any. Even 8-bit 50 years old processor could run pretrained ANN with few layers and resolution decent enough to do image recognition. Really, to run ANNs it is better to use specifically disigned DSPs instead of conventional CPUs, to calculate all layer in single cycle. Chips of that kind exists from the mid-80s in USSR. There is modern ones, manufactured by both, Russia and China for a long time. Simpliest example - China Kendryte K210 - cheap RISC-V based MCU with ANN DSP on board. It is specifically designed for image recognition. You could order them freely from AliExpress right now for dozen bucks. Russian ones will be harder to obtain, but try Milandr factory, they have some.
However, Russian military does not obsessed with that "smart bomb" crap. It is easily fooled, need long training and can't be trained in reasonable time for the new target. And in practice, they have no real significance for real battle. You know, West is not the whole world, there could be different takes on the same problem.

Do you know that there is independent Russian GNSS - GLONASS and China GNSS - BeiDou? Russian military don't use GPS, they use GLONASS if necessary. GLONASS is newer than GPS, so it have better precision.
All GNSS work on the same principle. And that principle don't need any significant processing power at all. To get coordinates you need to do few simple calculations, that perfectly could be done by 80s MCU, as it was done in 80s. Math does not changed.
Russian guilded missiles don't use any GNSS for targeting. Also, there is no any complex calculations too. Some high-precision missiles even use analog circuits for guidance. No processors at all.
Neural networks for targeting are unreliable and prone to mistakes. You could easily fool them even with photo of fake target printed on banner on the ground.
