You could literally check it by yourself for few bucks. You need a cheap electrochemical oxygen sensor, something like this https://aliexpress.com/item/1005004689458078.html and any multimeter. Sensor is a kind of battery and voltage is linearly proportional to oxygen concentration at the side of battery exposed to the environment. Measuring voltage in steady air you get calibration point for 20.9% O2 as it should be in Earth atmosphere. Remember voltage it gives. Other calibration point is 0% when sensor will give 0V output. Then, measured O2 concentration equal measured_voltage * 20.9% / open_air_voltage.
Sensor is pretty sensitive, stable, accurate and works from 0% - 100% oxygen concentration.
Then, you just measure oxygen consentration under the mask. For regular surgical blue mask it will be 18% and below, depending on breathing rate.
