The only paperwork they care about is identification. They don't give a shit if they can drive or not.

I assume the "valid documents" aka, they already had a drivers license in their home country, then they can transfer it to a ohio one. But it sounds like even if you are one of the few there who had a license, your driving skills prolly arent up to snuff here.

That's quite an assumption based on nothing. The article tiptoes around the obvious here but makes it clear that immigration paperwork (identification) is all they need and want.

Being able to drive at all is not a requirement to get a license in Ohio if you're over 18 years old. They dgaf if you're capable of doing it safely ot not.

Ohio Bureau of Motor Vehicles Registrar Charlie Norman said 2,353 Haitian immigrants in Clark County have driver’s licenses. And to get them, he said they must provide documentation to get a license – just like everyone else.

“There’s no shortcut or exception on testing for the immigrant community," Norman said. "They have to go through the same exact process as a native Ohioan"

Ohio currently doesn't require driver education training for anyone over 18 years old.

I love how they pretend that having the proper documentation = knowing how to operate a vehicle.
