JAO is a Soviet artifact of creating and supporting national regions.
Today it have relatively high (in comparison with other regions) percentage of Jews at 1%. Hebrew is a second official language of JAO.
AFAIK, it was created by Bolsheviks as kind of new Israel around 1929 in one of the most nature rich places, however, Jews quickly began to flee out as Israel state was established, so now it is kind of curiosity.
There are several proposals of abolishing JAO and joining it with Khabarovsk region to ease development and financing. I think with high probability this decision will be legislated sooner or later.
The flag was only changed in 1996, but there's no mention on the wiki of who wanted to change it and why, and what the flag was before that. Pretty big omissions for such a recent event.
Also of interest is that, in the only other officially Jewish jurisdiction in the world besides Israel, there are almost no Jews left, with less than 1% of the population.

I did see that, but normally people that are into these kinds of things are very careful to distinguish "flags" from "coats of arms". But it's weird, isn't it, in this "age of universal knowledge through the Innerwebz", that when you go looking for the answer to such a seemingly simple question you just cannot find it.
And how would that thing even relate to Judaism? Is it the "Tiger of Judah"? Strange all the way around.
