Pretty much already doing it. Banks just cover the daily expenses which if they blow up I doubt my direct deposit is going in without some issues.
I'd also suggest having cash is not a bad idea. It's not like USD will disappear overnight after all. But if banks blow up electronic systems can stop working suddenly.

People demand to save their deposits.
Government offers CBDC in a form of compensation. Take it or lose.
