What can share about the origins of this community? Was it all just fallout from 2016+ censorship stuff or is there a more specific moment. How is it making enough money to pay for hosting without ads or subscriptions?
I've no idea about how this site survives and who pays for it or what the developers intentions are for it. Sorry I can't be of more help in that regard. I just moderate this part of it and don't get involved much elsewhere on the site.

Can (board-level) mods block specific URLs from being submitted, or is that an admin-only thing? The site is just inundated with spam all the time, so I figured if you could mitigate it on a board level you’d try to.

OK. I tell a lie, there is a function to block URL, but it is a specific code language that I don't know, and it has changed enough times since the instigation of this website that I just don't care to keep up. I block and ban obvious spam on an individual basis daily, and that's it.
it's YAML and there are no instructions how use it (last time I looked). It's just a box that says "YAML goes here" - i did find somecode that looked like it would do something but I don't think it ever worked:
With YAML you normally have a section header that separates out the various parts which then would be assigned much like you have.
So one of those or a missing one will likely be leftmost and the rest will be indented under it some where. The u/c guy seems to know how the site is built
