There is another possibility. Well two I can think of.
Beaver took out something, (happens alot in canada strangely, but squirrels can do serious damage as well).
Or, they installed a "monitoring room" like the NSA has with some of its partners like AT&T.
To install something like that, the easiest way would be to disconnect everything and plug it back into some "discreet" hardware.
