I do believe that the thieves randomly found guns. They get shipped via the mail from the factory to dealers just like anything else. I sent a gun back to the factory, via UPS once.

I know Fast and Furious should have resulted in long prison sentences, and Obama's impeachment....but is there anything other than conjecture that this wasn't just, you know, bad luck for us and good luck for then thieves?

Just a quick search, shows that 11.4 million (likely more now) were made or imported in 2018. The US also exports a lot of guns. I think it was only a matter of time till the lucky thieves, or maybe tipped off thieves, found a container with guns in them.
