If they skipped 13, and your count of 67 is correct...

Very weird. The worship of the 6-sided shape reminds me that in symbology 6, as 1 away from the “perfection” of 7, represents the degradation of the world.

I thought floor plans for such buildings were supposed to be available for request at some office of the City.

Area for floors 56-59 is 37611sqft-44133sqft while it is 41588sqft-43850sqft for 60-63. Given the formula for the area of a hexagon, at which floor the equilateral hexagon occurs could be determined for sure. Just plug in these numbers and the change from floor to floor is obviously linear on each edge.

Thanks for finding those plans. Actually they lead to believe I'm completely wrong on all this. The floors seem to be gradually becoming octagonal. It's a trick of the angle photos of the building are taken whereby the additional two sides are not visible and I took them for corners of a hexagon instead of additional sides.

By my count each side of the hexagon is 16 windows.

Quotes are from the wikipedia article on the building:

One World Trade Center's top floor is officially designated as floor 104...”

By my count (red dots) the hexagonal floor is about the 38th or 37th floor down from the top. Out of 104 floors that would make it the 67th or 68th floor... however:

...despite the fact that the tower only contains 94 actual stories.”

In that case, 94 minus 37 or 38 = the 57th or 56th floor...

So who are the tenents on these floors?

Maybe not so interesting, but then again, I could easily be incorrect in my count of floors. Especially since one window per floor may not be the case, and also I may be miscounting, furthering the error. Wikipedia goes on to say:

The building has 86 usable above-ground floors, of which 78 are intended for office purposes. The base consists of floors 1–19, including a 65-foot-high (20 m) public lobby... The office floors begin at floor 20, and go up to floor 63. There is a sky lobby on floor 64; office floors resume on floor 65, and stop at floor 90. Floors 91–99 and 103–104 are mechanical floors...”

The tower has a three-story observation deck, located on floors 100–102... the actual viewing space is on the 100th floor, but there is a food court on the 101st floor and a space for events for the 102nd floor."

The tower's window-washing tracks are located on a 16-square-foot area, which is designated as floor 110 as a symbolic reference to the 110 floors of the original tower."

So I have to admit I’m not certain what number floor this is, without seeing the plans or going there. Maybe someone can help figure this one out? I think it’s intriguing, but maybe it’s nothing (yeah, right!)

I will note that, if I am in error somewhat and off by a floor, one floor below Moody’s is the General Services Administration which has an interesting seal, and another couple of floors down is both GSA and FEMA.

Are the floors (dots 9-15 down) blank floors? Many newer New York skyscrapers have blank/no floors that are used to create height and skirt around certain city zoning laws.

Some of those appear to be what's referred to as "mechanical floors" here:

I don't know how they would affect the numbering system described - I get the impression they are counted (as non-office floors) but again, not sure.

The plan of that floor is perfectly hexangonal. You can count the windows on the three visible sides and compare with floors up or down, where the window numbers become unequal due to the shape of the building. I tried to draw the hexagon in the right perspective to show the hidden sides. The bottom three sides are the other side of the symmetrical building. I maybe could have made them dotted, maybe I'll still do that.
