By my count (red dots) the hexagonal floor is about the 38th or 37th floor down from the top. Out of 104 floors that would make it the 67th or 68th floor...
Are the floors (dots 9-15 down) blank floors? Many newer New York skyscrapers have blank/no floors that are used to create height and skirt around certain city zoning laws.

Some of those appear to be what's referred to as "mechanical floors" here:

I don't know how they would affect the numbering system described - I get the impression they are counted (as non-office floors) but again, not sure.
