My answer is that this would only happen if the camera is slightly pointing upwards, if it is completely leveled and the ground is completely leveled, the man in shorts would still be on view.
I am thinking maybe weather changes in the higher atmosphere is causing the existing balloons (Satellites) to descend more than usual and they are having a hard time retrieving/destroying them all.
Or maybe they are testing some sort of operation which requires a large number of balloons/satellites such as project blue beam
Or Elon cheated the government with Starlink and supplied some really cheap and low quality balloons/satellites that are starting to malfunction.
I am as bewildered as yourself! That "Chinese Spy Balloon" got me thinking though.
1-Aren't they supposed to be spying using normal satellites? Why are they using a balloon?
2-Why does that "Spy Balloon" equipment look exactly like a satellite with solar panels and all. You would expect a supposed spy balloon or weather balloon to look a bit different.
