My plan is pay reparations to western blacks to surrender citizenship and live as upper class in apefrica, get china to invest in building cheap western style apartment housing for 40-50 million people and make the african countries take out the upfront loans to china promising to begin their payments after 10 years, african countries will be good for it considering their collective IQ is about to jump 10 points and their standard of education should also increase (this is all from a liberal progressive worldview, these things seem logical to such deluded souls but wont happen in actuality) the new african upper class will need servants, goods, housing and services creating a market demand that should cause an investment boom and the birth of an african middle class. These prospect qill make this whole process desirable for africa and china alike and our exported blacks will see it as a free ticket/ early retirement with solid investment opportunities along the way, we just need some treaties granting protections to these remigrants preventing price gouging and predatory taxation or market practices which the US army has right to enforce if treaty parties are in violation. In actuality we are just going to make their supply lines very fragile and dependant on our exports in the middle of their own population boom and then cut all food aid and claim it's because of an airborne rabies epidemic which we'll use as an excuse to blockade africa.
