This is a consequence of last ice age, very short period in comparison with Earth history, and it is absolutely not normal for our planet.
When CO2 will reach 1200ppm, polar ice caps will disappear, deserts become green fields and only then we will not need any AC and heating to feel comfortable in our houses. For now, AC is a forced workaround to create natural eocene climate in separate places.
