This is blown completely out of context. In the interview he states a 'uniformed enlisted Army personnel' showed up to his district office and went on about secret alien breeding program - trying to blow the lid off it. It's questionable/doubtful if this enlisted soldier was acting in official capacity or if he was merely a nut acting on his own accord.
