The reason minority politicians are fine with this is because they look at it as reparations from whitey.
any taxpayer scheme that doesn't distribute money directly is going to be fraudulent. the whole purpose here is to funnel disabled people into a "network" of bad actors.
meanwhile.. just give them a fucking american express card.. and let them choose providers and care and services directly.. audit the program once in a while.. which should be easy.. because it would all be electronic.
