any taxpayer scheme that doesn't distribute money directly is going to be fraudulent. the whole purpose here is to funnel disabled people into a "network" of bad actors.

meanwhile.. just give them a fucking american express card.. and let them choose providers and care and services directly.. audit the program once in a while.. which should be easy.. because it would all be electronic.
