He most certainly doesn't care. And the speculation of any disagreement could very well be false. BUT it's a common pattern were jews or any other power install a stooge and for that stooge to get it into his head that he has more power than he actually does.
All of the high ranking generals and such are freemasons/controlled and not to be trusted but jews push everyone so much and demand infinite sacrifices that even the most treacherous might squirm a bit out of survival. An assault on the nation of Iran could cost thousands of American lives and shuffle all the cards in the middle east and maybe a few people here and there aren't exited about obeying these jewish orders.
From the outside it does not look like Trump ever had any control or even understanding in the first place. So, the whole take in that screenshot does not have much sense.
