The obligation of tefillin is mentioned four times in the Torah: twice when recalling The Exodus from Egypt:

I see you're just mistaken about the similarity of tefillin and totafot.

They interpret "as totafot between your eyes" to be the tefillin. Was it hard to figure that out?
