The obligation of tefillin is mentioned four times in the Torah: twice when recalling The Exodus from Egypt:
And it shall be for a sign for you upon your hand, and for a memorial between your eyes, that the law of the LORD may be in your mouth; for with a strong hand did the LORD bring you out of Egypt.

I see you're just mistaken about the similarity of tefillin and totafot.
As expected...
They interpret "as totafot between your eyes" to be the tefillin. Was it hard to figure that out?
But it isn't, so it's not actually according to the Torah.
How tf is the forehead between one's eyes? They couldn't manage to tangle anything because it keeps sliding off of their huge noses?
