You have to ask all of the Japanese companies that banned foreigners from their site because of the payment processors that as well.
I rarely visit Japanese companies sites, not much Japanese things around me, mostly I'm looking for IC datasheets, and didn't notice any censorship, as with Western companies. Toshiba, Mitsubishi and other IC manufacturers sites didn't ban Russian visitors and their access to datasheets, appnotes and catalogues like Western ones.
And that's while Russia (as USSR legatee) still is in the official state of war with Japan since WWII.
It has nothing to do with automobiles.
