From what I understand you shouldn't use VPN before using TOR. Most VPNs are establishment VPNs. When you use a VPN and TOR. Mossad/CIA keep a careful watch on you because they know you are using TOR. From I what I read once you should use TOR directly. Keep in mind most exit nodes at TOR are also CIA Mossad and it can be used to track you since most internet providers are also connected to Mossad/CIA.
